D.Togtokhsuren becomes new MPP caucus chairman

On November 13, the Mongolian People’s Party’s (MPP) caucus reviewed D.Khayankhyarvaa’s dismissal from the caucus chairmanship at the request of Chairman of MPP and Prime Minister U.Khurelsukh.

Some 58 out of the caucus’ 64 members attended the November 13 meeting to make a decision on D.Khayankhyarvaa’s dismissal, but the first voting tied, which is why the second voting took place.

As one of the six lawmakers who did not participate in the first voting attended the meeting before the second voting was taken, 59 lawmakers took part.

As 32 lawmakers supported D.Khayankhyarvaa’s dismissal and 27 voted against it, D.Khayankhyarvaa stepped down from his caucus chairmanship.

After the final voting, D.Khayankhyarvaa said, “I am not against the caucus’ final decision, further I will stand for the people, and I will not defend the interests of a party and factions.”

D.Khayankhyarvaa noted that according to the law, the caucus is unable to review M.Enkhbold’s dismissal because the caucus is not the legal subject to discuss the speaker’s dismissal.

He added that Speaker of Parliament M.Enkhbold said he did not make any wrongdoing to justify a resignation.

On November 11, lawmaker J.Munkhbat said that the prime minister’s actions to hold accountability are missing the target.

He claimed that as a caucus is a subject of Parliament, when a caucus discusses and votes for an agenda, it must be carried out under the Act of Parliament, but despite the inconclusive voting for D.Khayankhyarvaa’s dismissal, the caucus held a second voting, which violated the law.

The MPP board held a meeting on November 14 to elect a new caucus chairman, and the board agreed to appoint lawmaker D.Togtokhsuren as the next caucus chairman.

As the caucus accepted the board’s proposal on November 15, D.Togtokhsuren will chair the MPP caucus. D.Togtokhsuren was elected in 2016 as a lawmaker for the first time, representing Uvurkhangai Province in Parliament. He was the mayor of Uvurkhangai Province from 2012 to 2016.
