Ministry signs memorandum with UNDP for public finance reform

The United Nations Development Programme (UNDP) signed a memorandum of understanding with the Ministry of Finance on April 3 to establish a partnership on the medium-term Public Finance Management Reform in Mongolia. This includes budgeting for Sustainable Development Goals (SDGs), or program-based budgeting process, to accelerate the Sustainable Development Agenda 2030 in Mongolia.

The memorandum was signed by Minister of Finance of Mongolia Ch.Khurelbaatar and UNDP Resident Representative in Mongolia Elaine Conkievich.

Priorities for collaboration will exist to advance the medium-term public finance reform, particularly to improve strategic resource allocation and macroeconomic management by strengthening the effectiveness and efficiency of public
expenditures to achieve development goals, objectives to encourage the sustainable and inclusive growth in Mongolia. UNDP will assist the Ministry of Finance to improve transparency and accountability in public finance management, and to establish an integrated national financing framework to accelerate the implementation of Mongolia's Sustainable Development Vision
and SDGs.

Conkievich said, “We thank the finance minister for the commitment to accelerate progress on the SDGs. International experiences have demonstrated that complementary reforms to public finance reform such as civil service is required to confirm a transition from output-oriented planning."

“For three years, the government has been working with international organizations, including UNDP, to ensure the implementation of Mongolia's 2030 Sustainable Development Concept. Within the cooperation, significant results have been achieved. In the past, certain activities have been organized to maintain the budget and financial stability. We truly thank the officials of UNDP,” said Ch.Khurelbaatar.
