State Secretary G.Bilguun: Political parties are not submitting documents to General Archives

On April 21, the Standing Committee on Legal Affairs convened to discuss the amendments to the Criminal Code and amendments to Article 8 of the Rome Statute of the International Criminal Code on War Crimes and Crime of Aggression. The revision of the Archives Law and amendments to the Law on Witness and Victim Protection were discussed by the standing committee.

In accordance with Article 13 (a) and (c) of the Rome Statute, Article 15 has been added to regulate the conduct of court proceedings for crimes of aggression. Article 15 imposes two types of restrictions on the conduct of criminal proceedings. First, if a citizen of a country that is not a party to the Rome Statute or a crime of aggression is committed on its territory, the court will not decide the case. Second, it stipulates that the International Criminal Court (ICC) will not prosecute a crime if the ICC does not agree on the crime of aggression.

Lawmakers Ts.Munkhorgil and Kh.Nyambaatar and Head of Legal Policy Department of the Ministry of Justice and Internal Affairs P.Sainzorig expressed their views on the amendments to the Rome Statute of the International Criminal Code on War Crimes and Crime of Aggression.

The members of the standing committee supported the amendments to the Rome Statute.

During the meeting, lawmaker L.Munkhbaatar introduced the revision of the Archives Law during the meeting to pass it onto Parliament for approval.

State Secretary of the Ministry of Justice and Home Affairs G.Bilguun said, “The General Archives of Mongolia (GAM) was restructured in 2014. Since then, all political parties have been asked to submit their documents to GAM, but so far no party has submitted documents.”

Lawmakers L.Bold, Kh.Nyambaatar and Sh.Radnaased, and Director of GAM S.Enkhbaatar expressed their views on the revision.

The standing committee decided to introduce its verdict during the plenary session.
