During its plenary session on May 8, Parliament discussed the amendments to the Law on Armed Forces.
Lawmaker J.Enkhbayar introduced the proposals and conclusion issued by the Standing Committee on Security and Foreign Policy.

J.Enkhbayar noted that the main burden of the ongoing construction of the railway is borne by the armed forces.
Through the amendments, the construction and engineering army section will be developed into an independent military unit so that young people can participate in the country’s development and continue their contract military service after completing basic military training.
The amendmended in Article 6.2.12 outlines protection against “external cyber attacks and aggression”, which was supported by the majority of lawmakers.
The bill was transfer over to the relevant standing committee for further review.
Bill on ratification of convention was adopted
On the same day, Parliament discussed the bill on ratification of Inter-American Convention on Serving Criminal Sentences Abroad.
Introducing the bill, Minister of Justice and Home Affairs Ts.Nyamdorj said, “Transfer of convicts is effectively implemented on the basis of bilateral and multilateral agreements between countries. Mongolia has bilateral agreements with 12 countries, including Russia, Turkey, Poland, Cuba, Canada, Korea, India, China, Kazakhstan, Hong Kong and Macao Special Administrative Regions of Chinaand Vietnam.”
“In 2015, Mongolia acceded to the Strasbourg Convention on Transfer of Sentenced Persons in 1983. Within the framework of the convention, three Mongolian citizens were extradited from Russia, Japan and the Slovak Republic,” the minister said.
A total of 21 member and non-member states of the Organization of the American States have acceded to the Inter-American Convention on Serving Criminal Sentences Abroad, including the US, Canada, Brazil and Mexico.
The convention contains 19 articles, including basic conditions for transfer of convicts, information on convicts, requirements for extradition, validity for refusal to transfer convicts, conditions for transfer of sentenced person to third countries, and continuation of sentence.
The bill received 70.9 percent approval and was ratified by the members of Parliament.
Resolution on urban development supported
Lawmaker O.Baasankhuu introduced the proposals and conclusion on the draft parliamentary resolution on urban development issued by the Standing Committee on State Structure.
In accordance with Article 57.2 of the Constitution of Mongolia and Article 5.1.2 of the Law on Urban Development, the draft resolution on the establishment of Aerocity and Maidar city in Sergelen soum of Tuv Province was developed.
The resolution aims to reduce air, water and soil pollution caused by overpopulation in Ulaanbaatar, to develop certain sectors of the economy in relation to the Sustainable Development Goals, and to create favorable conditions for citizens to work and live in a healthy and safe environment.
Lawmaker D.Lundeejantsan expressed his position on issue of designating a Mongolian name instead of Aerocity.
Member of Parliament Ts.Garamjav said that cities that meet the requirements of modern standards are being planned for constructino.
“Cabinet approved the general plan of Aerocity and companies have begun research to finance the development of partial plans. There no plans for Maidar city. Aerocity is expected to have a population of 34,000,” said Ts.Garamjav.
The majority of the members of Parliament supported the draft resolution for preparation for initial discussion.
