An online consultation meeting on amendments to the Constitution of Mongolia and the Mongolian Development Model was held on April 14.
At the beginning of the meeting, Speaker of Parliament G.Zandanshatar said, “A lot of work is being done to implement the constitutional amendments. From the very beginning, major laws have been enacted that ensure the justice and independence of local governments, and the revolutionary process of transforming Mongolian society continues successfully. Parliament is working on the goals of the Three Revolutions: Legal, Economic and Social Policy. The social policy revolution, or reform in the health and education sectors, is intensifying. Within the framework of the economic revolution, the most important task is to redefine the development policy reflected in the amendment to the Constitution and to create a Mongolian model. Therefore, we are organizing this e-consultation to discuss the views of professionals and experienced people on this topic.”
Emphasizing that there is a social need for urgent education reform, Minister of Education and Science L.Enkh-Amgalan said that the ministry plans to submit a package bill on education to the speaker of Parliament soon, and the adoption of the law will lay the foundation for the transition to a system of sustainable implementation of educational programs for at least 10 years.
The speaker of Parliament stressed that over the past 30 years, Mongolia’s national production has collapsed, the economy has become overly dependent on mining, and many inconsistent policies and models have been copied from abroad and have not become a system in Mongolia.
“It is obvious that copying everything that is good will not be successful if development policy is not implemented in a coherent, consistent and planned manner. Therefore, it needs to be organized in a system,” he said.
During the meeting, he also highlighted Japan’s development model and presented the parliamentary goals for development policy and planning in the near future.
Minister of Education and Science L.Enkh-Amgalan made a presentation on constitutional amendments and the Development of Education. JICA Mongolia Office’s Chief Representative Eriko Tamura made a series of presentations on Japan’s modern reforms, while senior specialist of the Institute of International Affairs of the Mongolian Academy of Sciences B.Serjav provided detailed information on Japanese experience of providing ethics education to children.
B.Serjav noted that the introduction of Japanese primary and secondary education policies and practices in line with Mongolia’s specifics will help to ensure the proper development of future citizens.
Moreover, JICA specialist in charge of the private sector Koizumi Taiga made a presentation on Japanese national development strategy and experience and Comprehensive National Development Plan and Head of Oyuntulkhuur Foundation D.Oyuntulkhuur provided information on Japanese educational methods.
In addition to above-mentioned people, the meeting was attended by lawmaker G.Damdinnyam and President of Shine Mongol Academic Institute J.Galbadrakh.
