Last February, the Ulaanbaatar City Council passed a resolution setting the limit for vehicle registration numbers at 730,000. This decision was made in response to traffic congestion in the capital city, as well as to support urban housing initiatives and other related legislation.

As a result, the responsibility for vehicle registration was transferred to the Ulaanbaatar Traffic Control Center by an order from the Minister of Road and Transport. However, the number of registered vehicles in the capital has already exceeded 730,000, making it impossible to issue additional numbers. Consequently, the center is considering a proposal to exclude certain types of vehicles, such as motorcycles, trailers, and locomotives, from this 730,000 limit to prevent further congestion. 

Sh.Gantumur, Head of the Violations and Registration Department at the Traffic Control Center noted, “The upper limit for vehicle registration numbers has been surpassed. Therefore, we are developing a proposal to exclude buses, trailers, locomotives, motorcycles, tankers, and other machinery from this limit. In addition, we are making system changes related to the transfer of vehicle registration responsibilities to Ulaanbaatar.”

Previously, 50,000 to 60,000 vehicles were imported and registered annually. However, in the first eight months of this year alone, 89,000 vehicles have received registration numbers. It is worth recalling that when the capital city council passed the aforementioned resolution, representative P.Ganzorig remarked, “Imposing a limit on registration numbers will create an artificial demand. This could lead to a proliferation of corruption among those in power. Registration numbers will essentially be sold like mobile phone numbers. The burden will fall on the citizens. It is perplexing why such a project was forcefully introduced. We need decisions based on research and practical considerations, not administrative measures.”
