During a joint meeting held during the first session of Parliament on Wednesday, a discussion was held on the proposed structure and composition of the new Cabinet. The draft states that the new Cabinet will have 16 ministers and 13 ministries with 27 implementation and  regulatory agencies. During the discussion, Member of Parliament O.Baasankhuu, the sole representative of the Mongolian People’s Revolutionary Party in Parliament, asked how many state servants would be dismissed as a result of the Cabinet’s structural changes and why the MPP wants to separate the General Authority on Customs and Taxation. He also asked why deputy ministers were being appointed. Prime Minister J.Erdenebat responded to MP, saying that a total of 1,238 state servants will be dismissed from their positions and 396 people will be newly employed under the structural changes. The Prime Minister said that the reason for separating the customs and taxation authority is that the functions of customs and taxation are different; customs is an institution that monitors the state budget. “Appointing deputy ministers is a step to keep ministries from being uninhabited. When a minister leaves on appointment, the ministry is uninhabited, and matters and duties are temporarily imposed on other ministers. Difficulties are faced, such as other ministers having  to introduce matters of another ministry when one is on leave,” J.Erdenebat said in reply to MP O.Baasankhuu's question about deputy ministers. MP Ts.Davaasuren said, “It is correct to separate the statistics and registration offices. It is correct and effective to affiliate sports with the Education Ministry. One of the mistakes of the previous Cabinet was that it affiliated vocational training centers with the Labor Ministry. According to international experiences, vocational training centers operate with labor and social protection ministries.” J.Erdenenbat emphasized during the discussion that state services should become more effective  and compact, and promised he would focus on improving the skills of state servants.
