MP B.Batzorig’s resignation accepted

During the parliamentary plenary session on April 17, Lawmakers S.Byambatsogt and D.Lundeejantsan introduced proposals and conclusion on the revised bill on development policy, planning and management issued by the Standing Committee on State Structure.

The bill aims to ensure the sustainability of Mongolia's development policy and planning, to define the principles to be followed in development policy and planning at the national level, to develop and implement development policy effectively, and to monitor and establish an integrated and rational system.

Moreover, the requirements and principles for Mongolia's long, medium and short-term development policy and planning documents will be improved, and favorable conditions will be created for the adoption of science-based and research-based policy documents.

Lawmakers O.Batnasan, Ts.Tsogzolmaa, D.Terbishdagva, B.Bat-Erdene, Kh.Bolorchuluun, J.Bat-Erdene, Kh.Nyambaatar and O.Baasankhuu expressed their views on the revised bill and proposals issued by the standing committee.

The revised bill on development policy, planning and management transferred over to the Standing Committee on State Structure for preparations for initial discussion.

Amendments to Law on Real Estate Tax

The amendments to the Law on Real Estate Tax was introduced by Lawmaker N.Tserenbat.

“The amendments to the Law on Real Estate Tax aims to create conditions for economic support for providing the right to use land in the Bogd Khan Mountain Strictly Protected Area (SPA) as a tourist destination, stopping violations of the SPA’s regime, reducing the density of the territory, crowd of population and traffic congestion, and restoring the degraded nature environment,” MP N.Tserenbat said.

Lawmakers D.Ganbold, M.Oyunchimeg, D.Oyunkhorol and M.Bilegt expressed their views on the amendments to the Law on Real Estate Tax.

The amendments to the Law on Real Estate Tax received 70.7 percent approval from members of Parliament for initial discussion.

Human Rights Commission head resigned

Lawmaker Kh.Nyambaatar introduced the resignation letter of Head of the National Human Rights Commission of Mongolia (NHRCM) J.Byambadorj. 

J.Byambadorj, who used derogatory terms to refer to the disadvantaged people under the ZuvAmidrakhUkhaan (Art of Living Right) NGO’s care, submitted his resignation to Speaker of Parliament G.Zandanshatar on April 14.

The majority of the members of Parliament supported his resignation.

Lawmaker L.Enkh-Amgalan introduced MP B.Batzorig’s request to step down from Parliament.

B.Batzorig requested to step down as he is among several lawmakers being investigated over the Small and Medium Enterprises Fund misappropriation case.

In a secret ballot, B.Batzorig’s request to step down from Parliament had 57.4 percent approval from the members of Parliament.

Moreover, a resolution on dismissing full rights of Lawmaker B.Batzorig was approved with 51.9 percent vote.

Archives Law

The initial discussion of the revision of the Archives Law submitted by Cabinet took place on the same day.

Lawmaker L.Munkhbaatar introduced the proposals and conclusion on the revised law issued by the Standing Committee on Legal Affairs.
During the discussion, disagreements on the principle related to the proposals of the revised Law on Archives were discussed, namely the regulations reflecting paid or free storage services for electronic archives, on keeping archival documents of legal entities implementing state functions on the basis of law or contract in the national archives, and on transferring content and location of treasury documents related to the main functions of the state archives into an electronic database.

Lawmakers D.Terbishdagva, Ts.Nyamdorj, Ts.Tsogzolmaa expressed their views on the revised law.

Members of Parliament decided to transfer the bill to the Standing Committee on Legal Affairs in lead up to the final review.

Amendments to the Law on Witness and Victim Protection

During the session, the initial discussion on the amendments to the Law on Witness and Victim Protection was held.

Lawmaker O.Batnasan introduced the proposals and conclusion on the amendments to the law issued by the Standing Committee on Legal Affairs.

The amendments stipulate that some terms be harmonized with the Criminal Code.

In connection with the proposals and conclusion issued by the standing committee, Parliament deemed that it’s not necessary to vote on the amendments to the Law on Witness and Victim Protection.

The amendment bill was referred to the Standing Committee on Legal Affair for initial discussion preparation.
