34th anniversary of permanently functioning parliament celebrated

September 13 marked the 34th anniversary of Mongolia's permanent parliament and Speaker D.Amarbayasgalan extended congratulations to the people of Mongolia, past and present parliamentarians, and the staff of the parliament. He highlighted the significance of the permanent parliament in upholding independence, sovereignty, democratic governance, the rule of law, human rights, and freedom. The parliament convened its inaugural session on September 13 in 1990. In under two years, it developed a new Constitution grounded in universal human values, laying the legal foundation for social relations. The establishment of the parliament in 1992 marked a significant milestone in Mongolia's parliamentary development, as it became the supreme legislative body elected by the people, embodying the principles of a permanent state authority.

The 2023 constitutional amendments introduced a historic change with the creation of a 126-member parliament, enhancing parliamentary governance. These changes have strengthened representation, fostered pluralistic competition, and laid the groundwork for a transparent, effective, and modern parliament that accommodates diverse parties and social groups, addressed by the speaker of parliament. 

The new parliament has formed 53 working groups to address legal reforms, including one dedicated to drafting a strategic plan for the next four years. The speaker introduced the “Three Perfections Policy”, aiming to create a comprehensive, human-centered legal framework that meets contemporary needs. The initiative also emphasizes public participation in the legislative process, media openness, and adherence to ethical standards to restore public trust and enhance regional inter-parliamentary cooperation.

Speaker D.Amarbayasgalan reaffirmed the parliament's role as the cornerstone of governance, reflecting the hopes of the people and safeguarding democracy. He called for the parliament to respect citizens, align with international trends, and develop laws that keep pace with societal advancements, ensuring their implementation and integrity. He concluded by wishing for the continued strengthening of Mongolia's democratic parliamentary system and prosperity for the nation. 

Accordingly, D.Amarbayasgalan held a special meeting with members of the parliament and senior staff of the secretariat of the parliament. The gathering included Deputy Speaker Kh.Bulgantuya, General Secretary B.Baasandorj, and other officials from the parliamentary office. The meeting was held to honor and reflect on the significant milestone in Mongolia's parliamentary history.
