The World Bank Group, International Finance Group, and General Authority for Specialized Inspection are organizing the international Reforming Inspections to Promote Economic and Good Governance conference from June 7 to 8, in Ulaanbaatar. The conference is focused on measures that have been taken over the past seven years to improve the issuing of licenses, the nation’s investment environment, business monitoring. and food safety. Specialized inspectors, business representatives, and international professionals are taking part in the two-day conference. Prime Minister Ch.Saikhanbileg presented opening remarks at the event, and said that the government has improved the state's regulations, focusing on its primary obligations. The PM said that measures have been taken to mitigate budget expenditure and administrative bureaucracy, and the government has worked to efficiently use the personnel, budget, and financial reserves of monitoring organizations, which has had good result for citizens and entities, as well as greatly contributed to the nation’s economic improvement. He underlined that the number of specialized inspections was lowered by approximately 57 percent from 2009 to 2015, and noted that the government has saved over five billion MNT as a result of state inspections of entities over the last four years. Prime Minister Ch.Saikhanbileg underlined that in the process of deregulating and reforming the license issuance process, the government inspected businesses to review over 1,000 licenses, and invalidated licenses with no legal basis, as well as licenses that resulted in bureaucracy and difficulties for citizens. He noted that the government has worked toward issuing licenses promptly and extending their validation dates, creating more pleasant business conditions. The PM also pointed out that in World Bank’s Doing Business 2016 report, Mongolia moved forward from 79 to 56 out of 188 countries evaluated for ease of doing business. PM Ch.Saikhanbileg introduced the conference attendees to the government’s future plans for improving good governance and the state's inspection system. When monitoring the activities of businesses, the PM said that the government plans to not become involved in issues that can be resolved by the private sector or by consumer’s choices. The government says it plans to provide support to citizens and entities in conducting their businesses, rather than imposing fines. The PM said the government will do so by adhering to policy based on transparency and evaluating risk.
